CRITICISM OF MANCHUKUO
C.E.R. SALE NEGOTIATIONS
Arguments ralsed by the Man- chukuo delegation to the conference now preceeding in Tokyo for the Role of the Chinese Eastern Railway are the subject of strong criticism by Izvestia, in an editorial.
The Soviet organ declares there would be no point in wasting fur- ther time on a discussion of the U.S.S.R.'s right of ownership In the C.E.I., which, it in contended, In absolutely and indisputably and founded both historically documentarily. Further discussion around this question would only hamper the progress of the busl- ness negotiations in Tokyo,
Dwelling on the arguments raised by the Manchukuo delegation against the facts and figures set forth in the memorandum of the Soviet delegation, Izvestia assorts that while these facts and Agures as cited are precise, being based on documentary data, including the official reports and, balance sheets of the C.E.R.. the Manchukuo delegation has advanced no proofs In support of its counter figures. However, the Soviet delegation has call for such every right to documentary proofs.
PRICE REDUCTION. The difference between Soviet and Manchukuo figures, the Soviet organ goes on to point out, refers to the cost of certain appartenant C.E.R. properties. The Manchukuo | delegation, striving to reduce the price for redemption of the C.E.R., takes the course of asserting that certain properties costing millions of roubles, which at various times were usurped by the old Mukden authorities, are not to be included in the list of properties the re-
deemed.
"Despite the absolutely clear and indisputabie correctness of the in- clusion of these properties in the general list of propertles for sale," Izvestia says, "the Manchukuo delegation is attempting to justify the usurpatory actions of the for- mer Chinese authorities in Mukden, taking the positon that the govern ment of Manchukuo is the legal successor to these properties which were stolen from, the C.E.R:"
The Soviet organ goes on to refuto the attempt of the Man- chukuo delegation to justify the actions referred to by making re ference to Soviet nationalization of the Egersheld section of the port of Vladivostok, polating out that Egersheld was U.S.S.R. property ..only temporarily given over to use by the C.E.R. and turned back to Its rightful owner on a legal basis even prior to the signing of the Peking and Mukden agreements.

The island was first mentioned in the eighteenth contury, when an old Cossack, Andriev, noted in his memoirs that he had seen wild Keene flying to the north in the spring of each year to an unknown island lying somewhere to the north of the mouth of the Kolumna River. No one, he added, had ever seen geese make their nests on floating ice.
Andriev's memories and his theory might have been forgotten had not all polar explorers who reached that region, from Nansen Qdd to Amundsen, reported an movement of the ice-floe.
They noted that a ship caught in the ice makes a wide circult and is suddenly carried to the south again instead of continuing towards the north. The opinion is widely held by northern explorers driey was correct, that the curious currents are caused by the presence of an island. Buchgoitz is deter- mined to find out.
