The Grat meeting of the New Shanghai Municipal Council took place last wiek when the above photograph was taken. The only business to be transacted was the election of a Chairman and Vice- Chairman, Mr. A. D. Bell and Mr. H. Arnhold both being re-elected to these positions for another year. Mr. E. P, Harris and Mr. C. S. Franklin took their seats for the first time,being newly elected recently.
