IT IS UNDERSTOOD THE INFORMATION COMING FROM A USUALLY WELL-INFORMED SOURCE, THAT PRESIDENT ROOSEVELT WILL NOT TRANSMIT ANY WAR DEBT MESSAGE TO CONGRESS IN THE NEAR FUTURE, says the Wa- shington correspondent of the New York Times.

If Mr. Roosevelt finally decided to send a Message, it will be after the completion of the Administration's pending domestic programme, the report adds.
