MIDITY AND INERTIA WERE ACCUSAT- TIONS LEVELLED AGAINST THE GOVERN- MENT BY UNOFFICIAL MEMBERS OF LEGISLA TIVE COUNCIL WHEN THE DEBATE ON THE COLONY'S HUM-DRUM BUDGET WAS RESUMED ON THE SECOND READING THIS AFTERNOON.

Criticism was directed principally upon the absence of courage in a variety of ways, upon non-inclusion of necessary projects in Government's plans, rather than upon the works which the Government proposes to undertake.

A more progressive spirit in the development of air mail services, greater energy in getting on with the Shing Mun Valley waterworks scheme, the creation of more dollar posts for sterling posts, simultaneous foreign and Chinese radio programmes, reconsideration of the policy of retaining a credit balance of at least $10,000,000, a bolder outlook all round, were recom- mendations pressed by the Unofficials.

The Hon. Mr. Kotewall suggested doubling the bet- ting tax and the creation of a new tax upon winnings, as a possibility if new sources of renvonue were needed at some future date, while the Hon. Mr. Bell urged a re- vision of the light dues collection system.

The provision for a new bungalow for the Governor in the New Territories was approved. Mountain Lodge is to be abandoned as a place of residence.
