A LAST-MINUTE APPEAL TO THE LEAGUE OF

NATIONS TO TAKE STEPS TO PREVENT JAPANESE RECOGNITION OF THE MANCHU- KUO GOVERNMENT IS TO BE MADE BY THE NANKING GOVERNMENT.

According to Chinese reports, in view of Japan's re- ported intention of extending recognition before Septem- ber 15, the Chinese Government will appeal to the League "to take effective action to prevent such a breach of China's sovereignty and territorial integrity."

It is also stated, says Reuter, that a strong protest will be lodged with the Tokyo Government against her proposed recognition of Manchukuo and against the re- cently concluded Manchukuo-Japanese Defence Alli-

ance.

In a leading article on the possibility of Japan with- drawing from the League, the China Times asks if Japan is to be propitiated to avoid such a course or whether sanctions will be enforced to uphold the League's prestige?

Nanking, Sept., 8. The new Japanese Minister to China, Mr. Ariyoshi, has arrived in Nanking.

WAR DEBT RESUMPTION ISSUE ARISES

London, Sept. 8. Little surprise will be caused if the World Econo- mic Conference to complete the work of the Lausanne and Ottawa gatherings is not held in November, as in- tended, despite the fact that British official quarters de- clare that they are unaware of any necessity for a post- Donement.

The concidence of the presiden- tial election in the United States will be a probable reason for postponement until the New Year although "full steam ahead to the conference" remains the policy of the United States Government,, ac- cording to administrative, circles in Washington.

NO DIFFICULTY.

Britain is particularly anxious that the Conference shall not mis- carry and if a postponement ap- pears opportune no difficulty will bu raised,

Europe in the meantime is won- dering how it stands owing to the Lausanne War Debt Agreement marking time pending a definitive settlement with America..

Allied repayments to the United States are due to be resumed on December 16, as the Hoover Moratorium ended in June, but no provision has been made in any of the European countries budgeta do meet these commitments.

Britain is due to pay £35,000,000 and does not desire an extension of the moratorium.
