DEVELOPMENT IN THE SITUATION BE- TWEEN MANCHURIA AND RUSSIA HAS OCCUR- RED, ACCORDING TO JAPANESE NEWSPAPER REPORTS, IN THE PRESENTATION OF A DE- MAND BY THE MANCHUKUO FOREIGN MINISTRY FOR THE WITHDRAWAL OF SOVIET TROOPS FROM MANCHULI.
The reports, which are believed to be well founded, state that Foreign Ministry presented this demand in a letter addressed to the Soviet Consul-General in Harbin.
