The first formal peace negotiations opened, as arranged, in Shanghai this morning, General Uyeda attending as the principal Japanese military delegate, and General Tai Chi as China's principal military re- presentative.

Early, it had been seriously suggested that General Uyeda and his colleagues had taken umbrage at Chiang Kwang-nai's, "affront" to the Imperial Army and might refuse to enter upon a discussion of terms for an armis tice. The difficulties were, however, apparently smooth- ed over.

The negotiations are mainly between the mili- tarists, though both sides are assisted by diplomatic delegates.

BRITAIN IS TAKING A FIRM STAND IN THE IRISH SITUATION. This was made clear to a crowded House of Commons to-night when the Rt. Hon. Mr. J. H. Thomas stated that the Government is send ing a Note to the Irish Free State explaining the British standpoint that the Oath of Allegiance is an integral part of the Treaty which has hitherto been honourably observed by both sides.

The Government, he went on, understand that the Free States proposes to retain the land annuities, to which the Free State is bound by most formal and ex- plicit understanding. Failure to continue would be a violation of an agreement which is binding in law and in honour upon the Irish Free State.

Mr. Thomas emphatically affirmed the Govern- ment's intention to uphold the Treaty of 1921.
