An elaborate programme by the National Government to expand its Aviation Corps by the purchase of 100 bombing acroplanes from American firms has been submitted to the Fourth Kuomintang Plenary Session for final sanction, The

of the Aerial Department,

General Chang Haueh-liang, head of the Manchurian Government, is understood to be greatly concerned over the resumption of Soviet mili- tary activities in Heilungkinng and has ordered the Hellungkiang and Kirin Governments to dispatch strong contingents of Manchurian troops. Four special envoys have

been sent from Mukken to visit the Heilungkiang and Kirin frontier and to inspect the Manchurian fortifications.
