General Chang Haueh-liang, head of the Manchurian Government, is understood to be greatly concerned over the resumption of Soviet mili- tary activities in Heilungkinng and has ordered the Hellungkiang and Kirin Governments to dispatch strong contingents of Manchurian troops. been sent from Mukken to visit the Heilungkiang and Kirin frontier and to inspect the Manchurian fortifications.
