CHINA'S RIGHT TO SOVEREIGNTY.

Nanking, May 22. The Conference on Mongolian | Affairs, called to discuss the inter- nal development of Mongolia, was formally inaugurated yesterday. More than 40 delegates from Mongolian tribes, with their ban- ners, were present.

Speaking on the purpose of the: Conference, the Foreign Ministery has issued a statement addressed to the people of Mongolia and Tibet, in which it declares that inasmuch' Es Mongolia and Tibet are integral parts of the Chinese Republic, the local authorities there should avoid establishing direct diplomatic rela- tions with any foreign government. After enunciating the National Government's foreign policy as to recent treaty developments, the statement points out that the peoples of Mongolla and Tibet being Chinese citizens, are entitled to protection by the Central Govern- ment against foreign aggression, and that the Foreign Ministry is 8ng an appropriate and satts- fack solution bf. the various outstanding Sino-Russian issues, especially those affecting Mongolia. The statement, moreover, declares that by the Sino-Soviet agreement. of 1924, Moscow formally recognised Mongolia as an integral part of the Republic of China, as well as China's complete sovereignty there- over. It is therefore obvious that Russia has renounced and does not possess any special interest In Mongolia. The Mongolian people must guard against intimidation by the Soviet and strive to bring about solidarity,
