now that plasmochin in small non-toxic doses is effective in preventing mosquito infection, the control of malaria has become a home and lay problem instead of a hospital and skilled medical problem." It is added that intelligent medical supervision, supplemented by a technician to check up progress reports and a co-operating or ganised personnel educated in same elementary essentials, should be able to control malaria in any tropical district to the extent of its ceasing to be a serious ecomo- mle problem. These assertions, based on actual experience, are of considerable interest In view of the steps which are to be taken to deal with malaria in this Colony. The conditions here, of course, are not comparable with those on a big labour camp, but there are lessons which can be learned, none the less. In particular, the education of the public to a sense of its res ponsibilities, and the spread of useful knowledge on the subject, should be productive of excellent results.

To all intents and purposes the first adventure of the "Maskes" is ended. The craft has left Hong- kong, has been exceedingly badly buffeted by terrific seas and has wisely returned to port, two members of the crew having made up their minds that they will participate in no further attempt We have been greatly interested to circumnavigate the world in frall vessel. ·MARINE COURT.

- Summoned before the Hon. Commdr. G. F. Hole, R.N.; at the Marine Court this morning for ateam using his unlawfully whistle for purposes other than steam-launch that of navigation, Ho Kwai-tsun, Wing Woo, was discharged as the coxswain of there was no conclusive proof that he was using the whistle without any navigational purpose.

Sgt. Hill, who prosecuted, stated in evidence that whilst on daty on May 17; he saw the steam- launch Wing Woo ahead of him steaming in the same direction. Approaching the 8.a. Tai Poo Sek, the Wing Woo gave two blasts, then altered her course to star- board- and back again to port, blowing another two blasts when passing under the stern of the Tal Poo Sek.

Witness added that there was no small craft in the vicinity and, as far as he could see, there was no reason for the defendant using his whistle' so often.

His Worship said an offence of that nature deserved gevere punishment and if the defendant was really guilty, his case was particularly bad as the offence was committed near the Govern- ment Civil Hospital. His Wor- ship, however, thought that there was no conclusive proof that the defendant was using the whistle without any navigational signifi- | cance. There was no evidence to show that he was not signalling to another craft in the harbour.

Sgt. Hill pointed out that when he stopped the defendant's launch and taxed him on the matter, defendant admitted that he was not signalling to any steamer.

SENECA?

A famous Roman Philoso pher Seneca was tutor to Nero, and one of that savage monarch'e most able council lors. The splendidad-vs- ministration, during the first part of Nero's reign was due for the most part to his admir- able statesmanship.

Later, however, he became aghast at the Emperor's orgy of crime and suspecting that Nero had designs on his wealth (Seneca was a very rich man) he offered it to him, together with a request that he might retire into private -life.

He might have made goo his escape had Nero not sought to identify him with a plot against the crown but, anfortunately, he did not retreat until it was too late. He was charged with con- spiracy, and condemned by bis erstwhile pupil to die by his own hand,

Seneca courageously carried out the sentence by cutting open a vein and bleeding to death.

The writings of this very able Roman were full of pro- found wisdom, and deserved to be read very much more

than they are to-day, BERSA
