PIT EXPLOSION: LACK OF VENTILATION.

MANAGER FINED MAXIMUM PENALTY,

Arising out of the explosion at Milfraen Colliery, Blaenavon, Mon., on July 10 last, when nine miners lost their lives, summonses alleging breaches of the Coal Mines Act and Regulations were down for hearing at Pontypool on Mar. 10 against the Blanenavon Co., Ltd., owners, - F. Kemp Cartwright, agent, and Wil- liam Lewison colliery manager.

The prosecution alleged in- sufficient ventilation, insufficient protection of an electric coal-cutting machine, failure to search miners for matches, failure to supply two ways of egress, and failure to pro- vide a safety lamp with the motor driving the coal-cutting machine.

Mr. Rowland Thomas, prosecut ing, said that Lewison had pleaded guilty, and consequently the sum- monses against the company and Cartwright had been withdrawn.

The Act which had been infring- ed, he said, was the miners' charter, and only by the greatest vigilance on the part of the responsible off- cials could such disasters be avoid-

ed.

Mr. A. J. Prosser, for the defence, pleaded that the manager was largely guided by his subordinate officials whose reports he counter- signed. Firemen's reports

for every shift, including that during which the explosion occurred, show- ed that the colliery was safe as re- garded ventilation and freedom from gas. Only nine days before the explosion the workmen's' repre- sentatives examined the mine, in pursuance of their statutory right, and were satisfied with its safety, and their statutory report to that effect was on record.

Lewison was fined, the maximum penalty of £20 for the offence in respect of ventilation and £2 in res- pect of each of the other four charges,

FAMILY ALLOWANCES.

A PROPOSAL TO COST £70,000,000 Á YEAR,

Family allowances to be "paid in cash to the mothers," may be the next move of the Labour Party.

A joint committee of the Trades Union Congress and the Labour ́ Party have been examining the sub- ject, and a majority, in a report, suggest that these allowances should consist of 5s. a week for the first child and 3s. for each subsequent child from the time of birth to the school-leaving age.

It is contended in this report that the principle of family allowances is admitted in the present income. tax law by a rebate of the tax on £60 for the first child, &c., and it is suggested that this principle should be extended to working- class people whose wages are too low to bring them within the in- come-tax limits.

The minority report the fear that, at the present time, the payment of cash allowances would have to be an alternative to further developments of the social services. It is pointed out that the scheme of family allowances aug- gested would cost £70,000,000 year, and asserts that the money would be better spent on "large scale organisation of educational and maternity services, and that collective town planning and slum clearance will have the same good effect as sums spent in Individual cash payments."

One member of the joint com- mittee thinks that employers would quote family allowances in wage negotiations, and that these allow- ances might hinder attempts to fix minimum standards at interna- tional conventions.
