DIES IN PARIS.

SIR VINCENT CAILLARD AND VICKERS, LTD...

REMARKABLE CAREER.

London, Mar. 19. The death has occurred in Paris of Sir Vincent Caillard, the noted financier and Industrialist. Ho was 73 years of age, having been born in October, 1856, and he had a remarkably varied career.

Educated at Eton and the Royal Military Academy. Woolwich, he joined the Royal Engineers in 1875. After serving on the Mon- tenegrin Boundary Commission and the Arab Tabla Commission he reported to the Berlin Congress on the situation in Epirus. He was present at the naval demens- tration which compelled Turkey to give up Dulcigno and took part in the Egyptian campaign of 1882 as a member of the staff.

As financial representative of Britain, Belgium and Holland, he was in 1883 appointed to the im- portant position of President of the Ottoman Puplic Debt Council.

Knighted in 1896, he joined the board of Vickers, Ltd. in 1900, being appointed financial director in 1906. He was largely concern- ed in the foreign affairs of the company and negotiated for Vickers and Armstrongs early in 1014 the reconstruction of the

During the hearing of a case in which a Chinese was charged with riding a bicycle in dangerous manner in Jordan Road, Mr. Whyte Smith, at the Kowloon Magistracy this morning, in- timated that Kowloon was un suitable for the riding of bicycles, owing to the enormous amount of traffic on the peninsula.

Sergeant Barnicle intimated that Jordan Road, by reason of the fact that it was used by buses, was not a place for a person to learn to ride in.

His Worship said he did not think there was a road in Kowloon suitable for learning to ride a blcycle.

Sergeant Barnicle agreed, but said the beginners should at least keep off the bus routes.

His Worship said he thought Kowloon was not a suitable place for bicycles at all.
