EARL BALFOUR PASSES AWAY.

DEATH OF FORMER · PREMIER.

Arthur James Balfour, the Con servative statesman, was born in Scotland in July, 1848. A rela tive of the famous Premier, Lord Salisbury, he was educated at Eton and Cambridge, and entered the House of Commons in 1874. In the Parliament of, 1880 he was one of the "Fourth Party," which also included Randolph Churchill, Sir J. Gorst and Sir H. Drummond Wolff. Dissatisfied with the polley of the Opposition, they harried the Government and urg- ed their own leaders to greater ac- tivity, their creed being "Tory democracy, the popularisation of Conservative doctrines among the masses." In 1895 Salisbury made Balfour President of the Local Government Board and in 1887 Chief Secretary for Ireland at a time when the country was in a state of the greatest political and social unrest and its government demanded a measure of courage, tact, energy, goodwill and firm- ness which few had suspected the apparently phlegmatic Balfour of possessing, but which recognised by both sides,

He became Conservative leader of the House as Firat Lord of the Treasury in 1891 and in 1892, after Salisbury's retirement, he succeeded to the Premiership, al- though a section of the party would have preferred Joseph Chamberlain. to the destruction of discipline and placed the Premier, who per sonally stood between the Free Traders and the Protectionists, in a series of very trying situations in which he manoeuvred in the

most masterly way without win ning due recognition for his ability. Finally at the end of 1905 the Cabinet had to resign. Despite the growing hostility of the electorate and the waning in terest of his party, he had re- mained as long in office as he con- sidered essential in the interest, of England's foreign policy, the issues including the Entente with
