London, Mar, 5. 'Viscount Elibank (Conservative) in the House of Lords to-day, arged the publication of the report of the Commission which inquired into the condition of the West Indies sugar industry.

He was then successively a Lord of the Treasury (1881-5), Financial Secretary to the War Office (1886), Under-Secretary to Office (1892-4); First the Home Commissioner of Works (1894-6), Chief Whip to the Liberal party (1899-1906), and Home Secretary (1905-10).

He was then sent to South Africa as the first Governor-General and High Commissioner, which re- sponsible position he occupied until 1914. On his return to England in that year. he was made head of the War Refugees Organization.
