PROPOSALS.

BRITISH NOTE TO ITALY, JAPAN AND FRANCE.

ANGLO-AMERICAN VIEWS

The British Note inviting the French, Italian and Japanese Governments to participate in the proposed five-power naval disarmament conference: together with a covering letter to General Dawes, the U. S. Ambassador in London, has been issued for publication."

The Note states that the conversations between Mr. Ramsay MacDonald and General Dawes has enabled provisional and informal agreement to be reached, of which the Paris Peace Pact is the starting-point.

The principle of parity between Britain and the United States, the Note states, has been adopted in all categoriës of fighting ships, while the desirability of modifying the battleship replacement programmes has been agreed.

It is evident that the British Government is anxious that there should be every preliminary preparation, to obviate the possibility of another Geneva breakdown, as it is stated that the British Government will communicate their views regard- ing the subjects to be discussed and will be glad to receive corresponding, communications. An invitation to informal conversations in London before next January is also extended;
