Mr. Ramsay MacDonald comploted his popular conqueat of America yesterday when he participated in a memorable event at the Capital, addressing a crowded Senate in their own Chamber. The Prime Minister made his appearance before the distinguished gathering within an hour of his return from Rapidan River, accompanied by President Hoover.

In the course of an impressive speech, interrupted by warm applause, he described the Kellogg Pact as a monument in history, and said that the British Government intended that it should be the guiding idea in their policies.
