me such a power I shall be pro- pared to do so, but my own ex- 'perience tells me that I have no such power, I am afraid you must make representations to the proper authority.

Mr. Tam:-Perhaps the Attor- ney General might withdraw the charge temporarily.

Mr. Filzroy said he could not do so and explalaed that accused had been under observation by Dr. Cannon who had found no signs of Insanity,

Guild Organisation.

Stating the facts of the case, at his Lordship's request, Mr. Fitzroy said the murder took place at Second Street, West Point, in premises occupied by sandal wood workers. The workers had a room on the third door where people belonging to the guild congregated. There was scheme by which those out of work could go to the premises where they were, fed and provided with sleeping room. Whatever the amount of their indebtedness to the guild, they were allowed to pay when they obtained work.

At the beginning of last Chinese New Year, accused was out of work and went to the premises but, in order to minimise the amount he would eventually have to pay. he offered to act as cook and his services were accepted so that he did not have to pay any thing.

He was given certain money to buy food and either spent $2 more than he should have done or falled to account for that sum. There was also an

be episode when bought a duck which he produced for the members but which they said was no good after eating it. In consequence, accused sald he would pay for the duck himself and the sum of $1.38 was debited Con-against him, making his total in-

debtedness $3.38.

CHINA IN A QUEST FOR HEALTH.

· DESIRE ASSISTANCE OF THE LEAGUE.

A SPECIAL MISSION TO BE SENT TO NANKING.

COUNCIL'S PLEASURE.

Geneva, Sept. 19. China's request for co-operation in the Health Organisation of the League of Nations was the subject of discussion by the Council, of the League of Nations to-day.

It was afterwards announced that the Medical Director of the League would leave, for the Far East next month, reaching Non- king in November, where he would consider, on the apat, a: scheme for co-operation and also China's pro- posal in regard to public health in the ports and maritime quarantine

regulations.

Competent Authorities.

The plan for co-operation must be prepared with the competent Chinese authorities and will be considered by the Health Com- mittee when the Mission returns has reached a decision, they will to Euorpe. When the Committee immediately submit their recom mendations to the Council

Geneva, Sept. '19.

WORLD PLANS FOR NEW ALMANAC.

BIRTHDAY ALWAYS ON SAME DAY OF WEEK!.

New York, Aug. 18. There is no doubt now that the United States will join the Inter national Conference to be called by the League of Nations to consider

almplification of the calendar.

For a year a National Committee has been investigating the problem, and Government Departments have been co-operating unofficially.

In its official report the Committee states reasons for participation in the Genova inquiry:—

1-A demand for Calendar Im

provement, on the part of a large and representative body of American opinion,

2. The recognition by, the gen- eral public of the grave de- fects of the present Calendar, ! and the lively interest in methods by which these may be overcome.

3. Actual experiences of many business concerns with the

A Time For Changed Times. In view of this, and owing to the fails on a Sunday.. approach of 1923-when January 1

it is suggested that 1923 would be a most convenient year for put- ting the new calendar into effect. It is hoped that the International Conference will soon be assembled.

Although the Committee finds that opinion in this country pre- ponderantly favours the 13-month fixed calendar, it does not recom- mend that the American representa- tives should enter the Conference committed to this or any other plan.

The Committee's report adds:-

"Both in individual life and in all the processes of civilisation, simplification of the calendar would afford rellef from unneces- sory effort, and thereby contri- bute to making our lives easier and happier.

"It would afford more time for leisure and reflection, and would facilitate the conduct of all human affairs."

How 13-Month Year Would.Work.

The Threat and Attack.

The First Committee of the League Assembly, which deals with Mr. Fitzroy went on to say it constitutional questions, after a was a rule of the club that accounts lengthy discussion of Dr. C. C. In America the favoured calendar one of thirteen 28-day months to the year.

Thus the month-end would always be a week-end:

Every date of the year would always fall on the same day of the week as in other years. Easter would be fixed.

Treatment of Foreigners.

On August 11 there were between 10 and 20 people sleeping on the floor. Accused got up and he must have gone to the kitchen where a chopper was, returned with the chopper and ett Lo Kau's throat. He then proceeded to attack two other men, cousing a wound in the chest of one man and cutting the third man's check. The last man grappled with acensed but finding himself weakening he dashed down stairs and called in a policeman with the result that accused was arrest ed.
