NEW TORY POLICY NEEDED.

TRADE AND THE EMPIRE,

Review and rovision of the Con- servative Party's policy were ad- vised recently by Mr.. Neville Chamberlain, M.P., who was Min- Ister of Health in the last Govern- ment,

Mr. Chamberlain was speaking at Juncheon given in his honour by the Empire Industries Association at the Hotel Victoria. He said:

The recent election surprised many people. Some had their mental balance 80 much upset that, after having dissembled their love for the cause, they feel that the only palvation for the Consor- vative Parly in to scrap its gone- rals and seek leaders in an alto- gether different profession,

Others have taken a view more in accordance with British ideas of sportsmanship and pluck. They consider tlint if the party lias been betrayed was not by their leaders, and although they may have lost one engagement they may yet win the campaign, if only they keep their heads and preserto their coffrage unimpaired.

There is not the slightest doubt that we have suffered severe losses in the recent election, but if we take a long view and look at the fortunes of our party rather than at the fortunes of particular in- dividuals, we can see how much worse things might have been if they had been a little better.

When I watched the faces of the supporters of the Government while Mr. Thomas was performing a sorry task of pretending that gecse were swans and molehilla were mountains, I said to myself, "There, but for the grace of God, goes the Conservative Party." If we were to-day in their position of the strongest party in the House, bat in a minority, we should have been unable to carry any polley in which we believed unless it had the approval of a mere handful of Liberals.

We should have carried on a maimed and crippled existence and presently perhaps we should havo met worse and still more igno- minious fate.

Disillusion.

The process of disillusionment has, already sel in. The Govern- ment have told us that they have begun to think. Their supporters have not yet reached that stage, and it was evident to many of us yesterday that they sat there puzzled, disappointed, and even indignant.

Would it not be well that we ourselves should begin again to think in the changed circum- stances in which We And our- selves? Would it not be as well that we should take the oppor tunity which is given to us to re- view the policies which we have hitherto advocated, and see whe ther and how far they should be changed and modified in the light of what has occurred?

All the probabilities point to the fact that this Parliament will not run its statutory course. I sug- gust, then, that the Conservulive Party would be wise in what may be a short period of enforced leisure to think again as to the position in which we stand and perhaps to reformulate our indus-. trial policy.

The slate has been cleaned and we are free to write upon it now whatever it may seem to us, after due consideration and consúlta- tion, desirable to put there.

If our past policy had had a fault, it was that it was too in- sular, and the one fact that im- preases itself on my mind is that in the present circumstances the population of these islands fa larger than could, be supported with that - standard of comfort which we have accustomed our selves to think necessary under modern conditions.

New Imperial Policy.

This in nfavourable moment for reconsidering our Imperial' conditions. The moment has come when we must formulate a new industrial and imperial policy, when we should consider not merely how we should protect our. selves from foreign competition, but in all ways how we may stimulate that Imperial trade which is the real salvation for us in the future,

Recent events in South Afrien have shown the wisdom and fore- sight of my father. It is only a quarter of a century ago since he pointed out that strong as mny ha the tio of sentiment between the members of the British Empire, they might some day not be proof against more material interests if they lead in another direction.

Even now it is not too late to retrace our steps and to introduce a new policy of trade rélations be- tween the various parts of the Empire.
