The following is a summary of the records of the Hiengkong General Chamber of Commerce with regard to the resque tug

Purpose and Construction

of the Tug.

Another Government suggestion was that the vessel should have "water tube bollers with oll fuel for steaming, which would enable steam to be generated quickly in typhoon weather."

The question was referred by the Government to the Chamber of Commerce, which appointed a Special Committee consisting of Messrs. R. M. Dyer, J. Reid, Capt. A. W. Davison, Captain T. Arthur and Mr. W. Lang (Surveyor to Lloyd's Registry), under the Chair manship of Mr. R. Sutherland (Chairman of the Shipping Sub- Committee),

The Chamber of Commerce made it clear from the beginning, in a letter to the Government dated 31st October, 1928, that certain criticisms of the Government's idean as to the design of the tug suggested themselves, but agreed with the objects as set forth above, asking, however, that one other purpose he added, namely, that the vessel should not only visit light- houses but be capable of acting as relieving ship to the Pratna Wireless and Observing Station; Le, that it should be capable of steaming 170 instead of 40 miles

Summary of the Criticisms, The Harbour Master states (without giving details); `

"It has been now found from practical experience of the 'Kau Sing' that:

(a) owing to having only a single screw she is practically unmanageable in typhoon wen- ther when attempting to manoeuvre alongside a ship.

"(b) from cold boilers it takes 12 hours to raise ateam and that even with fires banked in one boller it is not considered anfe to send her outside Harbour Limits until such time as steam has been raised in the second boller."

The Government Marine Sur- veyor, asked to advise as to the conversion of the vessel from steam single screw to Diesel motor single scrow, reported that the cost would be prohibitive, belug in the neighbourhood of $380,000 less $25,000, the secondhand value of the present machinery.

Commenting, on this, the Har- bour Master says;

"As this tug, Atted with only a single screw, is very difficult to manage in typhoon weather and cannot be considered a success for the purpose for which she was provided, and as the building cost in the first in- stance was only $250,000, I am unable to recommend a further expenditure of $355,000 on her, for which sum the solo gain would be that of being able to get under weigh at quarter of an hour's notice.

The Special Committee then got to work. On the main questions at issue they advised;

"Single or Twin-Screw.-Tho merits of single and twin-screws were considered and it was. unanimously agreed to recoin- mend the former."

In July, 1924, full plans and specifications of the tug, prepared by the Taikoo Dockyard Engineering Co., were forwarded by the Government for examina- tion by the Committee, and wore considered satisfactory.

The relevant clauses of the "Typhoon Orders", for the "Kau Sing" drafted by the Committee may be summarised as follows:

(1) During tho typhoon season (limits to be determined by the Harbour Master) the "Kau Sing" will lie under banked fires with 10 lbs., steam in each bofler.

On No. 1 typhoon signal being hoisted, steam is to be raised immediately for "Full Spoed" the tug still remaining at her buoy, The Master will repair
