A vast scheme of development in Great Britain embracing the modernisation of the railways in every direction, the acceleration of road construction plans, the immediate reconstruction of the Waterloo Bridge (thus enabling headway to be made with the Charing Cross Bridge scheme), the improvement of docks and harbours, and the encouragement of enterprise by public utilities, was outlined to the House of Commons yesterday by Mr. J. H Thomas, who has been entrusted by Mr. Ramsay MacDonald with the task of reducing unemployment,

Included in Mr. Thomas's proposals is a special scheme for making Scotland more attractive, while he proposes immediate ly to seek power to guarantee £25,000,000 for loan purposes.
