A shooting incident which oc- curred on the night of October 20 last, was recalled before Mr. E. W. Hamilton at the Kowloon Magis- tracy yesterday afternoon, when an inquest was held into the cir cumstances of the death of a Chin- ese who succumbed to a bullet wound on January T..
Addressing the jury the Coroner said that the subject of the in- quiry was the death of a Chinese named Ip Kwal. The jury would have little difficulty in ascertain- ing the actual cause of death by the facts which would be placed before the Court.
Briefly, the facts were that on October 20 the deceased was shot by Sergeant Williamson, who was in charge of a picket. The man lingerod for some time and died
on January 7.
The police, continued
the Coroner, were the officers to whom the duty of enforcing the law, was entrusted but they were not, for that reason, placed above the law: The law regarding shooting by the police was very clear. There were. precedents of cases similar to this one. The regulations issued by superior officers for the guidance of their sergeants would be pro- duced by Mr. L. H, C. Calthrop.

When the shot was fired the man was running towards the stern of the launch. The deck, said wit- nese, was below the level of the wharf.
During the chase the man was called upon to stop but he took no notice. ,
In reply to the jury witness said that there was ona 'man on the launch.
When nuked if this man was being called Mr. Calthrop said that this was the first he had heard of him. When the police returned later nobody was to be found.
The Chinese detective was re- called and in reply to the jury said that when the man was shot he was about twelve feet from Ser- geant Williamson.
The Court, then adjourned until next Friday, the Coroner and the jury later visiting the scene of the affair.

OBITUARY.
A FORMER P.C.M.O. OF
HONGKONG.
The death occurred at Walmer, on December 22, of Dr. John Bell, M.D., F.R.C.S., who will be re- membered by older residents of Hongkong for his many years of efficient service at the Government Civil Hospital here. At the time of his retirement, he occupied the responsible post of Principal Civil Medical Officer. He is survived by his wife.
Dr. Bell was born in 1859 and came out in 1890. He was also President of the Sanitary Board. He retired on pension at the end of 1914.
