In pleading for university re form, he said that few provincial universities were homes of learn- ing or research.
Some were moribund, almost derelict, and others apathetic, while one or two seemed to exist primar- ily for the professors, and not the studenta. Now universities were springing up all over the country, and they seemed to vie with each other In numbers rather than in quality. Every year large numbers of young men and women, unfitted for higher education, were being drafted into these institutions.
The unsatisfactory nature of our new universities aprang from the the head and source of their govern- ment. Their courts are far too large, and in not few instances," said Dr. Collinge, "the local. Research Work.
In some of these universities neither staff nor aludents were en- saged upon research. Where n small amount of this was done it was carried out under the most trying difficulties,
The governing bodies of the newer universities would squander money on unnecessary things. As
whole they had proved, incompe- tent and unsympathetic where original research had been dis- сияней.
That many of the universities should be closed for nearly half the year was a matter that demanded drastic change. There was some- thing radically wrong with institu tlons that cloned their doors for such long vacations. He question- ell also whether any university should be allowed to confer an hon- orary degree on a person not al- rendy holding a university degree.

A direct service to Yunnan Province was opened 20th April, 1828. The inclusive charge will be 60 cents per word; no charge will be collected from the addressce in Yunnan. The service is, however, liable to Interruption owing to atmosphere disturbances and messages are accepted at sender's risk.
Commencing 12th June the radio telegraphie rate between Hongkong and Canton was reduced to 20 cents (Hongkong currency) per word. No charges will be payable by addrossoce at either end.
Great Britain are Dutiable articles forwarded by lotter post to lable to confiscation by the Customs. Such articles should be forwarded by parcel post only.
Letters and postcards for Europe and the British Isles are for- warded via Siberia if so superscribed.
The Public aro reminded that the 1 cent rate for circulars for addresses in the Colony or Welhaiwel applies only when such circulars are posted in batches of not less than ten of uniform size and weight,, by being delivered to an officer of the Post Office.
