Peking, July 28. It appears that the credit for the negotiation of the new Sino- American Treaty bolongs to Dr. C. C. Wu, who held a conversation with the State Department at Washington affor which he tele- graphed to the Nationalist Fin- ance Minister, Mr. T. V. Soong, in Paiping, while the State Depart ment telegraphed to the American | Legation.
Mr. Soong then cabled to Nan- king, getting authority from the Foreign Minister, Dr. C. T. Wang, to negotiate with full powers.
After this the procedure was only formal as it is believed that for all practical purposes the Treaty was framed In Washington. -Reuter.

It is reliably reported that the Nationalist Government has up- proached Japan through
the Minister at Tokyo, Mr. Wang Yung-pao, proposing suspension of the enforcement of temporary Į - measures pending the conclu sion of a new commercial trenty.
It is understood that the Japan- C80 attitude, contending that China's abrogation of the Treaty is illegal, is unchanged.-Reuter."
