In a community where people do not see very widely, there has been considerable suspicion in South Africa of the Boy Scout and Girl Guide movement, writes Sir. Robert Baden Powell, Bt., in the Timca. It was very reasonably supposed that a disciplined uni- formed army of boys, with an old General Officer na its figure-head, was a deliberato schome to make the next generation into soldiers on the previotts day warded by letter post to Great Britain a bo serve as cannon fodder for liable to confiscation by the Customs. Latterly, how. ever, people have begun, to realize. that this is not merely a British movement, but one which has been adopted by practically every civil- ized country as an educative force; non-military, non-political, nou- sectarinn in ita praetice, but at 1- ing entirely to develop better citi zenship within nations and peace and good will between nations.
President Coolidge pointed out, last year, that the Scout move- ment possessed a unique power for moulding together the varied for- cign elements which are brought in to form the American nation a power unique because it went beyond that of either schools or churches, and beyond that of other nasociations, since the young of both classes, creeds, and races. So too, IR South Africa, where the nation is yet amall-ene million and three-quarters-and in process of that formation, it would seem. Good Types.
The boys themselves are gener- ally of a first-rate type, and the girls are not one whit behind them. They are particularly responsive to good leading, and I have come away full of confidence in what Scouting and Guiding can do, under good leadership, to eradicate any weak points in their character and to replace these with the qualities desired..
In the course of our tour we
found the Scout and Guide bran- ches everywhere organized on a good footing... in good hands, and well distributed about the Union and through Rhodesia, even to 700 miles north of the Zambeszí.

Training of Natives.
An interesting experiment has been carried on for the past four years, by willing workers, in train- ing native boys on lines similar to those of the Scoute, but quite se- parate and different in dress. an at name, and details. It is tempt to instil character, hand- craft, the attributes of good eiti- zenship and a higher standard of life into these lads, and is carried on under the control of the Boy Scouts' Association. Some 4,000, are in training in the different" centres, including Lovedale, Pro- toria, Pietersburg, Johannesburg, Maseru, &c. The results, so far, have been most encouraging and promise success. A similar ex- periment is being made with the native girls, with equally hopeful -effect..
It may seem fantastic, perhaps, to dream that from small, eccentric beginnings, of this kind something useful.may be evolved, but the formation of a new nation out of the very differing elements exist ing in South Africa is an entirel novel step, and therefore the use of novel methods may not only be excuäable, but desirable..
