It was the Peking Cabinet's duty to communicate with the Soviet Embassy if it had reason to believe that Chinese citizens in its controlled territory were en- gaged in activities directed against Peking interests, and not to approach the Diplomatic Body and in agreement with the Dutch Minister Herr Oudendijk on its behalf to violate the military at- tache's extraterritorial rights.
