The Geneva decision is general- ly welcomed by the British press. The Times says, "The time has come down when the task of check- ing dangerous dovelopment of German militarism must be left to German publie opinion, enlighten- ed and reassured by freer and closer, intercourse with neigh- bouring nations, to a developing sense of vital common interests among European peoples, "and to a growth of international economic organization. It may be argued that these forces, the general na- ture of which is reflected in the new League Commission of investi- gation, are intangible, and that their operation is incalculable. But they are in fact the only forces that can affectively re- strain the will to war in Germany' or. in any other civilized country."
