MOTORING SUPPLEMENT. SATURDAY, NOVEMBER 20, 1926.
OPPOSE PROPOSED LAWS
TO STATE THEIR CASE.
Enactment Into law of the pro- posed automobilo regulations presented in the sonate roöently by Senator Juan B. Alegre will bo opposed by several thousand Manila chauffeurs and car drivers all over the islands, it is predicted. The proposed rogula- tions would change the automo- bilo law radically, to protect the publio from irresponsible drivers. It would regulate among other things the issuance of liconsos, spood limits and registration of vehicles.
J
"BONDING PLAN" HIT. The proposed automobile law would have professional drivers put up a bond of P1,000 prior to the grant of license. This was attacked vigorusly by Senator Emiliano Tirona as unreasonable and unjust. He stated that it would practically deny chauf- fours and professional car drivers their right to a livelihocd. It would be impossible for a mere chauffeur, according to bim, to furnish so big a bond.
The bill is favourably recom- mended by the Manila chief of polite, the public utility com- missioner, the director of public works, public utility operatory and garage owners. On the suggestion of Senator Tirana, the discussion of the bill has been postponed, to give a chance to chauffeurs and drivers to voice their opinion. A hearing will be granted them on request.
Aside from the re-arrangement of soctions, and re-wording of ambiguous or non-onforceablo clauses, the important" new matter included is briefly listed as follows:
1. Definition of "Parking," and regulating samo..
2. The detail of proceduro for registration, etc., is made subject to regulations, thus simplifying

3. Minor violations may be punished by recording & warn ing." with the provision that registration or license may be suspended after three warning.

6. Special permits may be issu- ed for special cases.

8. Professional chauffeurs must be bonded, to render them respon- sible for injuries.
