Protests Which Are Worthless. London, Nov. 14. Showers of protests against the "illegal" tariff exactions worthless, says the Observer, commenting on affairs in China. The West must make up its mind that the old treaty days in China have gone, never to return. The paper points out that Indla under British rule his tariff autonomy. It is freely conceded that China will not be denied the same, and the only policy for the West is to deal in this spirit with the real authorities in China, wherever it finds them, and whatever politics they profess.
