RATING REFORM.

Frequent references are to be found in newspapers arriving from Home to the new Rating and Value tion Act which has recently been passed and is to come into force early next year. This measure is described as one of the moat effective pieces of legislation with which those engaged in local go- vernment have had to deal for a very long time, and it is believed that it will do away with numer- ous anomalies inherent in the existing rating system. One strik ing change is that the powers and duties of overseers with regard to the making and levying of rites and the valution of property for rating purposes are to be trans. ferred to the Borough and Dis- trict Councils, thus abolishing a historic office which has been iden- tified with local government for more than three centuries,

are unduly penalised whilst others get off far too lightly. In several other respects, also, the law needs revision here, and, in view of the extreme importance of the matter. to all property owners; it is to be hoped that the time will soon come when the whole question of rating will be thoroughly gone into.
