MUNICIPAL COUNCILLORS ALL RESIGN.
Amoy, Fukien, August 2-Mr. 3. A. Bromfield, Manager of Tait and Company, and Chairman of the Kulangau Municipal Council has resigned. His resignation has been immediately followed by like action on the part of all the other mam- bors of the Council. So that to day Kulangan is without a Council The Consular Body is circulating an appeal to all ratepayers to come forward and serve on the Coubell. The response to this appeal is not ao far oncouraging.
Mr. Bromfield resigned becauso of threatened boycott of his busl ness, owing to the fact that he was Chairman of the Council and had been rather active in promoting an electric light scheme which was to be accepted by the ratepayers. This was "an International syndic ato" under the name of The Ku- langsu Public Utility Company A recent meeting of the ratepayers resulted in no tender getting the required two thirds vote, yet Mr. Bromfield's connection and activity was évidently not pleasing to the Chinese who yet have no voice in the conduct of the Kulangau government.
There is a good bit of history

CHINA'S WARS:
ALLIED FORCES CLAIM FURTHER SUCCESSES.
Poking, August 19. The Allies claim successes on all- fronts,
In a conversation with Router, a military officer possessing the con- fidence of the Allied leaders stated that the "Allied plans at present were confined to the fall of Kalgan. If the Kucminchun were to retreat in the north-west, the Allies would again discuss the situation, Wu Pol-fu is apparently determined to continus his anti-Red campaign until the Kuomiinchin organisation be broken up, et cetera.
It is assorted that Sun Chuan- fang is working in full agreement with Wu Pei-fu. The latter is concentrating on the campaign in the north, and when that has been brought to a successful con clusion, Wu. Pei-fu will return to Hankow and superintend operations against the southern Rede This R does not mean the subjugation of Tang Seng-chi, but Wu will inst tate a campaign designed to oust the Reds from Canton.
Tang Chi-yao has assured the Allies of his support in the cam- paign against the Rods.

This island, Kulangau became an International Settlement in 1902. The Land Regulations by which it is governedare built on a village plan, At that time there were four or five thousand people on tite Island. Now there are about 40,000. A “government suited to a small town is naturally not fitted for a city. " Fourteen years ago the first de- finite move was made by the Coun- cil and the Consular Body to have a revision of these Land Regula tions, The War came on and it was left in abeyance. In 1918 and 1919 another definite and deter- mined effort made to have AIR LINER CRASHES.
was these revised. Up to this time the reports coming from Poking-have- been" very brief and discouraging They have run about like this, "will report later," "This is not a pro- pitious time for consideration of these Land Regulations," "Will consult with colleagues and report as soon as possible," etc., etc..
And all this time this small Settlement has been left in the stew, with responsibility for its Government yet with an instrument of government wholly inadequate to the situation."

Baby's Own Tablets Are Just the Remedy Your Children Need
At This Time.
The Land Regulations make no provision for a crisis. The Con sular Body has no authority to take control. The Diplomatic Body in || Peking have other matters to oc cupy their time and attention, What shall be done? No foreign man on the Island is willing to serve on the Council, Some time:
During the hot season stomach ago there was a motion before the ratepayers to turn the Island back and bowel ailments are especially. to China. This motion was laid dangerous, therefore every parent on the table, and is still there. The should carefully watch the health Advisory Committee was instituted of the children at this time. and has served well but at the time. When any warning symptom of it was first brought into existence "summer trouble" is noticed do it was regarded as a temporary not delay; give Baby's Own measure, and maybe the time of Tablets at once, for by so doing makeshift is about gone.
serious results may be averted.
What is to be done? Leave a place without government and let the war buzzards devour the spoils
One or the other of two things may be done. Turn it back to China which is the ultimate solu- tion; or make it an international city and allow it to be self-govern ing. It is self sufficient. It' gets no money from outside its own bor. ders. Its taxes are the lowest of any place in China, one percent on taxable value of property. There Baby's Own Tablets.
"I always feel safe when I have Baby's Own Tablets in the house," says Mrs. W. F. Hollis, of No. 20, Pierce street, Dover, New Hamp- shire, U.S.A. "I have been giving them to my baby whenever she needed them and find that they. quickly break up a cold, keep her bowels in good condition and make hor sleep well. I have also had excellent results with them in cases of diarrhoea."

is a spirit of willingness to work guarantood to contain no opiates together among the Chinese and, and to be perfectly safe for the foreigners resident on the Island. Will they be given a chance to work out their own destiny or will they be kept stewing for another half generation?
