KULANGSU WITHOUT

MUNICIPAL COUNCILLORS ALL RESIGN.

Amoy, Fukien, August 2-Mr. 3. A. Bromfield, Manager of Tait and Company, and Chairman of the Kulangau Municipal Council has resigned. His resignation has been immediately followed by like action on the part of all the other mam- bors of the Council. So that to day Kulangan is without a Council The Consular Body is circulating an appeal to all ratepayers to come forward and serve on the Coubell. The response to this appeal is not ao far oncouraging.

Mr. Bromfield resigned becauso of threatened boycott of his busl ness, owing to the fact that he was Chairman of the Council and had been rather active in promoting an electric light scheme which was to be accepted by the ratepayers. This was "an International syndic ato" under the name of The Ku- langsu Public Utility Company A recent meeting of the ratepayers resulted in no tender getting the required two thirds vote, yet Mr. Bromfield's connection and activity was évidently not pleasing to the Chinese who yet have no voice in the conduct of the Kulangau government.

In a conversation with Router, a military officer possessing the con- fidence of the Allied leaders stated that the "Allied plans at present were confined to the fall of Kalgan. If the Kucminchun were to retreat in the north-west, the Allies would again discuss the situation, Wu Pol-fu is apparently determined to continus his anti-Red campaign until the Kuomiinchin organisation be broken up, et cetera.

It is assorted that Sun Chuan- fang is working in full agreement with Wu Pei-fu. The latter is concentrating on the campaign in the north, and when that has been brought to a successful con clusion, Wu. Pei-fu will return to Hankow and superintend operations against the southern Rede This R does not mean the subjugation of Tang Seng-chi, but Wu will inst tate a campaign designed to oust the Reds from Canton.

Tang Chi-yao has assured the Allies of his support in the cam- paign against the Rods.
