According to Le Journal Marshal Foch's report pà German dis- armament which the Conference of Ambassadors will examine to-mor row, declares that the German Government recently mada undoubted efforts to comply with the military cinuses of the ponce treaty, especial ly in respect to war material, but the secret re-organisation of the goneral headquarters staff continues also the organisation of the police, which practically amounts to doubling the effectives of the Reichswehr, and the secret societies are evading the clauses dealing with the teaching of children.

REMOVAL OF LOANS EMBARGÓ.
London, November 5.

The fact that less than seven million pounds worth of gold have been exported since April is held to demon- strate ability to remain on the gold standard.-Reuter.

lighter. The West Ison WAS going out of the harbour in the wake of two other steamers and the launch steamed out from a point near the Holts wharf and was proceeding across to the Hongkong aide. There was a lot of trame about at the time and apparently the launch did not see the big steamer. When the cox- swain did it was too late to avoid the collision.
The crew of the lighter seeing the steumor coming straight for them scrambled aboard the launch and tried to cut the lighter clear but before they could do so the steamer had struck it amidships. The launch was nearly capsizod, her port gunwale being well under water. She righted, however, and cut herself clear while the steamer carried the lighter considerable distance. The launch made a wide circuit and came back to the steamer which had by that time stopped. The' lighter was then secured and towed away,
