Manila, Sopt. 22.-It is un- officially stated that even if the American consuls continue in their rafuanls of bills of health for altips carrying liquor to the Philippines, the local Customs will pormit entry, with merely a nominal Bae.

The prosent low provides a maximum fiau of two thousand pesos on vessels unprovided with a bill of health, but no minimum is stated. It is believed a nominal fine of ten poses will be imposed whore a ship's failure to show a bill of health is duo merely to tho presence of liquor in the cargo.--- Reuter.
