It is understood that the President's message to Parliament, a draft of which he communicated to the prospectivo Cabinet Ministers this afternoon, declares that tho now majority's dotor- mination to cut short the seven-your tenure of the Presidency amounts to a coup de force and violation of the Constitution, Ho asks Parliament to stato by an unožjú¡vocal voto whether there aro sunctions for such a dangerous precedent, and asserts he has acted constitutionally throughout his presidentship.
It is a foregone conclusion that the Chamber will vote against M. Millorand, and it is expected a new President will be olocted by the National Assembly at Vorsaillos on Friday, and M. Herriot's Cabinet will thereupon be formed.
