When I was in Manchester, I had a long: talk with the chairman of the Manchester Chamber of Com-: merce and other leading com mercial men. and they impressed on me that if we could produce sufficient cotton for export purposes Lancashire Shanghai would gladly lake iL. Egyptian is the first, then comes Americanį and next our Nan-Tung Chow cotton, with which, as you may know, I am very largely ident ised, and which is. think, the best in China to-day. At the same time. it is with us a difficult crop to raise. It is subject to great fluctuations in results, and our cultivators are not able to stand the beavy losses which periodically occur. Hence, I agree that some assistance or control by the Central Government, or. still better. by the Provincia! Government, is desirable. We are training our younger men,
