"We have very greatly enjoyed ourselves, and derived. I hope, much profit from the visit. Every- one we came in contact with was most helpful, and we have, I thint, formed certain clear im- pressions with regard to the re- quirements of our country. In the first place I put "Improved | 39474, Bydacy and Malboards 1/5 5/15 Communications," and then we have next "Extension of Cot ton Growing". I attach great importance to the promotion of irrigation, but that will bave to come in time. The other two re- quirements are vital.

In regard to cattan growing let mo define our possition. When I was in Manchester, I had a long: talk with the chairman of the Manchester Chamber of Com-: merce and other leading com mercial men. and they impressed on me that if we could produce sufficient cotton for export purposes Lancashire Shanghai would gladly lake iL. Our Sm & Straits sa cotton staple really comes third Straits in the world's market. Egyptian is the first, then comes Americanį and next our Nan-Tung Chow cotton, with which, as you may know, I am very largely ident ised, and which is. think, the best in China to-day. At the same time. it is with us a difficult crop to raise. It is subject to great fluctuations in results, and our cultivators are not able to stand the beavy losses which periodically occur. Hence, I agree that some assistance or control by the Central Government, or. still better. by the Provincia! Government, is desirable. We are training our younger men,
