Extraordinary Outbreak In Austria.

The craving for titles which was 80 characteristic of old Austria has not in the least sub- sided in the Republic: on the " contrary, it seems to be more intense than ever. Every other intellectual person in this city is addressed as "Herr Doktor." and the cafes are crowded with them. During the last two years Vienna has been swarming with "mans- gers" (direktor) of all kinds and professions. But "manager" has dwindled to a very modest title, and an immense crowd of "genarul manager have sprang up like mushrooms. Such are the main distinctions in private enterprise, while in the service of the State "Herr Rat" ("Mr. Councillor") has becoine most conspicuous. Persons of a malicious disposition allege that the State prefers to confer on its servants a high- sounding title instead of giving them a rise in salary. Apart from
