United States [George's instructions from Washington the Minister has approached the Foreign Minister with a view to opening pourparlers on the subject of a new treaty of amity and commerce on the most favoured nation basis. The Dutch Government has agreed in principle and negotiations are expected to open shortly.

Negotiations have already opened with a view to settling the question of the carriage of intoxicating liquors on Dutch vessels in American waters.

New York, Dec. S. Coastguards have seized the Dutch schooner Zeehand of Fire Island on a charge of violating the Prohibition laws. 1,500 cases of champagne and other liquors were on board-American Service.

In the Senate, the Finance Minister showed great improvements in national inances. Proceeding, he said commitments during the first five months of the current fiscal year were not only substantially.D. Kazsird below the estimates but receipts were substantially higher. The 1. Morrison. Minister estimated that the fiscal year 1924-5 would show a deficit. C. Wilson. of over seven hundred million lire as compared with an actual deficit M. Hender of three thousand million in 1992-3. He quoted figures showing that the deficits in connection with the railways were rapidly dimin ishing and also referred to the general improvement in economic ronditions. Unemployment was now reduced to the normal limit and time lost through strikes was only 247.000 days last year as compared with eight million in the previous year.
