The Secretariat of the League of Nations has sent members à draft of the proposed Emergency Convention aiming to assess nationa in order to provide a fund for relieving distress caused by calamities such as earthquakes, typhoans, famices, etc.

THE SHIPPING BOARD.

Washington, Dec. 1.

The report of the Shipping Board, presented to Congress, ad- vocates State subsidies in order to ensure maintenance of an Ameri- can merchant marine. It points out the serious disadvantages of the system of Government operation compared with private opera- tion, from the standpoint of efficiency and economy. The Board is continuing its policy of retrenchment, and has reduced its payroll. The past year yielded G330,000,000, including, 145 steel fessels of $73,000 tons, and 237 wooden ships of $55.000.

AMERICAN MAIL STEAMERS.

Washington, Dec. 2.

The Postmaster Gemprol's annual report strongly appeals to American pablic opinion to sustain his department's policy of en- couraging the use of American ships by assigning to them, whenever practicable, American mails going abroad. He pointedly accuses the foreign postal administrations of withholding malls from American vessels in favour of their own ships and declares the. American Post Oce gives preference of twenty-four hours to American vessels and forty-eight hours if a postal organisation Arried. He asserts American vessels obtala practically no westhow mails.

ANOTHER GOVERNOR INDICTED.

A grand jury has indicted Governor McCray, of Indiana. on charges of forgery and embezzlement.

The investigation into Governor McGray's financial transactions was begun by the Marion County Grand Jury last month, but the investitution was surrounded by secrecy from its inception. The list of witnesses included many bankers from Indianapolis and other cities in the Stute. The costs of the War and Navy departments are roughly 14 per cent. of the total Federal Budget of 34,000,000,000, but only 6 per cent. mes toward parely military activities.

The Finance Commission of the Chamber heard a statement by M. Sarrant, Minister for the Colonies, on the Bill for renewal of the privileges of the Banque Industrielle de Chine. He dwelt upon ther advantages which would acure therefrom and indicated the modifica- tions made to the original cohvenson as well as the bye-laws. The Commission will report on its conclusions.
