REPARATIONS PROBLEM.

· Brussels, Aug. Rs. The Belgian Note says that the Belgian Government considers the time has come for an alteration in the procedure hitherto fal- lowed. The problem of Reparations is, it says, sufficiently evolved to a point where friendly discreet conversations between the Allied. Ministers might be held without actual conference. It recalls the British Note of July 20 in which was submitted a similar idea in. proposing the opening of Inter-Allied conversations, and the French reply of August 20 in which it was asked that negotiations, should: be carried on more discreetly.

The Belgian Government agrees to both suggestions and consi dors that the conversations which it contemplates will be calculated to give effect to both. The Belgian Government calls attention to the Importance of the problem of security. As long as the security of the countries which were invaded is not assured there will not be. true appeasement nor a serious reduction of armaments. The solu- tion of this grave problem cannot fall likewise to exercise a happy influence upon the questions now being discussed. The Belgian Government reaffirms its desire to discuss this question with the British Government.

Dealing with the legality of the occupation of the Ruhr, the Note claims that the Belgian Government only put into practice, what the Allied governments had unanimously contemplated in identical cir- cumstances before. It recalls the Spa understanding that the Allied dacisions in regard to coal should be enforced by the occupation of · fresh German territory, and adds that at previous meetings the legality of the occupation had not been questioned. It reiterates. the Franco-Belgian determination net to withdraw from the Rahr except in proportion as Germany pays, but when passive resistance ceases measures will be taken to restore the regime in the Ruhr to that sketched out on January 10. It says that the discussions have so progressed that the problem of reparations and that of Inter-Allied: debts are definitely linked together, and that the minimum figure indicated by the several Allies leaves open the possibility that the reparations debt will eventually show considerable reduction on the nominal figure which the schedule of payments of 5th May, 1921, has already agreed to. It is necessary that Germany's currency be stabilised and her financial regime supervised by the Allies.

Belgium had received from Germany gold marks 1,299,000,000, Britain 1,297,000,000. Franco 1,178,000,000 and other countries 6$2,000,000. The reply explains with regard to Belgium's sugges tion for proference in respect of her devastated regions that by "devastated regions" is meant any material damage suffered by the Allies, including losses of British shipping through Germán action. Belgium on this basis would be entitled to 13 per cent, of the Ger- man reparations amounting to 6% milliard gold marks of which 1 milliards have already been paid. The schedule of payments provided for over ten milliards for Belgium and Belgium would be willing to sacrifice the difference, in the interests of a joint and rapid settlement which is very necessary to enable her to restore her financial equilibrium.

OBITUARY,

The death has occurred of Hertha Ayrton.

London, Aug. 28.

Hertha Ayrton, the only woman member of the Institution of Electrical Engineers, was born at Portsea. Her maiden name was Marks, but in 1885 she married Prof. W. E. Ayrton, who died in 1908. Mrs. Ayrton made a world-wide name for herself in electrical science. She invented and constructed a line divider, assisted in the completion of a series of experiments on the electric arc for Prof. Ayrton during his absence in America in 1893, and carried cut several: series of experimenta on the same subject since.

One of her greatest achievements was the discovery of the con- nection between current length and pressure in the are, the cause and laws of hissing in it, etc. She carried out various researches connected with the motion of water, and discovered causes and pro- cess of formation of sand ripples on the sea-shore.

In 1915 Mrs. Ayrton invented and presented to the War Office for the duration of the war an anti-gas' fan, of which over a hundred thousand were used at the front.

Mrs. Ayrton was nominated for Fellowship of the Royal Society in 1902, but on counsel's opinion, the Council had no power to elect a woman. She was awarded the Hughes medal by the Society in 1906,
