Failing to secure payment of loan of $300,000 from the Seoning Railway, Dr. Sun Yat-sen the Generalissimo of the Canton Gov. ornment, has issued. & mandate ordering confiscation of the railway as fullows:-

The Reconstruction Bureau is hereby instructed to temporarily taka over the control at the Sunning Railway in order to facilitate mili tary transportation."

This order has aroused great indignation among the shareholders who have issued & lengthily-worded. Manifesto strongly against the confiscation.. This Manifesto, translated. rends follows:
