Mr. Hyslop Bell in a letter to the Daily Telegraph calling st- tention to the desirability of the encouragement of Empire cotton growing, lays stress upon the spectacular increase of Japan's demanda for raw cotton. He also points out that last year she secured nearly seventy centum of the Indian exports of cotton whereas the United Kingdom only took sine. Japan had now turned her attention to buying cotton from Uganda. Mr. Hyslop Bell considers that it should be stipulated that government sup- port for improvement of cotton crops in British colonies should be accompanied by a proviso that the exported crop should first go to satisfy British requirements.
