AMERICAN SCHOONERS SEIZED.
New York, June 21. It is reported that three American schooners have been detained a charge of at East Cape, Siberia, and their crews arrested on violating the Russian trading laws.
The Phoenix Trading Company of Tacoma, the owner of one of the schooners detainedsat East Cape, has telegraphed the State Department for help, but it is reported that the Department will not make any representations to the Soviet, as it has repeatedly warned traders against venturing within the Soviet jurisdiction, explaining that they do so at their own risk.

Secretary of the Navy, Edwin Denby, favours further negotia- tions and possibly another armament conference for the purpose of clearing up certain difficulties arising from existing Washington treaties, notably the question of elevating battleship guns in order to increase their range. It is understand that Secretary Hughes is loath to take any step towards such clearing up of diff- culties until France shall have ratified the said treaties.
