London, June 21. Although the personnel of the Navy has been reduced sixty thousand since 1913, the aggregate pay has increased over five million. This emerges from the report of the select committee on the Navy Estimates, which recommends the reviewing of the pay of officers and mon, and the reorganising and reducing of the administ- rative departments.

The committee points out that pay has increased 120 per cent. in addition to liberal pensions, and marriage allowance. It particular- ly draws attention to the increase of headquarters expenses, for ex- ample fur Surgeon Rear Admirals cost eight thousand pounds o:m- pared with three before the war costing four thousand. The cashier and librarian at Greenwich with an original salary of three hundred pounds now gets over a thousand.
