State Department Said to Be Worried.

A writer in a leading United. States paper declares: An even weightier problem. as far as 50- rial Washington is concerned, than any international complica tion that may confront the nation has been placed on the broad shoulders of the State Depart ment.

Ambassadors. Ministers, Sen- ators Representatives and all Washingtonians who entertain in such circles have asked for a set- tlement once and for all time of the great question of precedenos. Who goes in frst to dinner? Who sits at the right band of the host? And what forms shall be used in addressing the hundred- and-one persons in official life?

To the United States general- ly and to the Old World where such things are firmly established that may not mean much. In the national capital it is a bar- ing question. There is only one established fact at the present time. William Rufus Day, for merly Supreme Cout Justice and before that Secretary of State, a quarter of a century ago ruled

The result is that, but for the President and Vice-President, the rest of officialdom just has to take social por luck. And when it comes to the wife of the President or of a Cabinet member they are stumped. sbsolutely.
