The Opium Commission heard a report by Bishop Brent on the American efforts to suppress the abuse of opium in the railip- of an understanding with other pines and urging the necessity countries to overcome smuggling, which is still rampant there.
Sir Malcolm de Levingne, on behalf of Britain, nas formulated proposals for promoting the enforcement of the second part of the international Convention. He recommended raising the price of prepared opium, registration of opium smokers, supervision and control of production, a state monopoly for the sale of opium pro- ducts and international understanding for the restriction and super- vision of the trade in opium.
HOUSE OF COMMONS.
London, May 30,
In the House of Commons, an all-night sitting in the Cont mittee stage of the Indemnity Bill was marked by a swift succes- sion of Opposition amendments, mpast of which were rejected by substantial majorities, while the others, of a minor character, were... accepted by the Government and embodied in the Bill.
The discussion on the Indemnity Bill was quiet until the Opposition Parties discovered that the Bill; as drafted, could extend indemnity to other cases than the deportations. Although it was stated that the Government had no intention to use the Bill, except as respecting deportations, a motion for adjournment to enable examination of the position was defeated by 241 votes to 164.- An application for closure led to vigorous Labour protests, but Lord Robert Cecil restored harmony by moving an amendment. without division. The Bill will come up for the third reading on June 1.
GERMAN REPARATIONS PROPOSALS.
London, May, 30.
The report that the German Government has sent represen tatives to London in regard to reparations is explained by the fact that a small deputation of German financial and industrial leaders is now in London, headed by the Director of Darmstadter Bank. The deputation conferred yesterday with members of the indus- trial group in the House of Commons, who contended that the German teparations, proposals would not stand comparison with the burden of taxation borne by Britain It is understood the German proposal was the establishment of a Commission to fix the amount Germany will be able to pay and the immediate raising of a German internal gold loan of a hundred million sterling as a first instalment" of the payment of reparations to the devastated areas, which will be handed" ever immediately to Belgium, Italy and France.
SILVER
PURCHASES.
Washington, May 30, The Treasury announces the suspension of silver purchases until it is ascertained whether the estimates and offers already accepted exceed 200,000,000, ounces which the law authorises the Government to purchase. The announcement means that the Government has practically concluded another phase of wartime nancing through replacement of almost all the silver loaned to Britain in 1918 on behalf of India. Officials believe that this also means that the Treasury will be out of the silver market as a buyer for several years.
