EARLIER TELEGRAMS:

CHINA'S CREDIT.

London, April 16.

In a strongly censoricus lesder based on Mr. McNeill's reply in the House of Commons on 14th March, the Financial News declares that while it was perfectly reasonable to withhold payment of German bonds in war time, many German bonds had been acquired by non- Germans in the past four years and, therefore, to this extent China was collecting reparations not from their late enemies, but their Allies and from neutrals. The paper thinks China would be well- advised to consider whether in her own interests the collection of the sum involved is worth the incalculable damage, which the present polier is inflicting on her credit in the eyes of the world. It declares that it learns that the attitude of financiers in America, where Sino- German borda have been largely purchased, is that the New York market is closed to China as a borrower until the bonds are paid. The article concludes: "There is still time for change and a retu to the standards of political and financial honour, which China has hitherts enjoyed before English investors are similarly turned away" from China.

Paris, April 16,

THE RUHR SITUATION. Paris papers chorus approval of M. Poincare's speech, regard- ing the strengthening of his position. They dwell on the passage wherein he declared that even those in Britain and America, who differed with France as regards the advisability of action, were unable to avoid appreciating her motives and recognising the legitimacy of har claims. The gradual change of opinion is in our favour in the United States and the whole British Empire. Fresh proof, which M. Loucheur received within the last few days is certainly mostly dea to our having known what we wanted and placing our hand, upon what Mr. Bonar Law aptly called The Jugular Vein of Germany," M. Pein- care at this point made a cordial gesture in the direction of M Loucheur, who nodded his approval. This incident is commented on es 3. Poincare and disproving the reports of differences between

THE BRITISH PREMIERSHIP.

London, April 10.

The emphatic denial of Mr. Bonar Law's early retirement con- jointly with an announcement that the Premier was playing tennis during the weekend is generally accepted as disposing of the reports of an early change in the Premiership.

Government organs like the Morning Post openly declare that the rumour way, fostered by partisans and coalition ex-Ministers, but- most of the papers, while not anticipating an early Cabinet crisis. recall Mr. Bonar Law's statement in October, intimating his inten- tion of laying down the reins of office if his health became bad. They also dwell on recent signs of lack of homogeneity in the Conservative party and the difficulty of reconciling the "die hard." ex-coalitionist and orthodox groups in support of the contention that Mr. Lax is not likely to continue indefinitely.

U.S. INDUSTRIAL BOOM

Bonar

New York. April 16. ...rmour's announcement of an increase of wages by ten per cent to two-hundred-thousand employees is the latest of the series of country-wide increases in wages by ten to fifteen per cent, whereby labour's threatened check to industrial expansion has been met.

Economists express surprise at the country's ability to absorb the presen: vast output of steel. The steel mills are operating at nine- three per cent. capacity. The woollen mills are working overtime and the building trades are breaking records for activity. A big test seen whether must come in the course of the year when it will be

the factories are piling up a surplus or whether the record production gradual continues to be absorbed by domestic demand aided by a betterment of foreign commerce.

MANCHESTER COTTON,

London, Apr. -8.

The slight improvement recorded last week in the Manchester cotton trade has been accentuated in the past few days on account uf a broadening enquiry from India and China and short time in the American section resulting in diminished tbcks, which the spinnera are reluctant to improve in view of the uncertainty of the weather in the American cotton belt.
