In a strongly censoricus lesder based on Mr. McNeill's reply in the House of Commons on 14th March, the Financial News declares that while it was perfectly reasonable to withhold payment of German bonds in war time, many German bonds had been acquired by non- Germans in the past four years and, therefore, to this extent China was collecting reparations not from their late enemies, but their Allies and from neutrals. The paper thinks China would be well- advised to consider whether in her own interests the collection of the sum involved is worth the incalculable damage, which the present polier is inflicting on her credit in the eyes of the world. It declares that it learns that the attitude of financiers in America, where Sino- German borda have been largely purchased, is that the New York market is closed to China as a borrower until the bonds are paid. The article concludes: "There is still time for change and a retu to the standards of political and financial honour, which China has hitherts enjoyed before English investors are similarly turned away" from China.
