In his presidential address at the opening of the Indian National Congress, Mr. Das outfind a scheme for a Swaraj based on small and practically autonomous entres. QUAKES IN NEW ZEALAND.

The earthquake was confined to the upper and middle portions of South Island. The shock was particularly severe in North Canter- bury. Practically every chimney at Walkeri was brought down. The householders were terrified.
