In his presidential address at the opening of the Indian National Congress, Mr. Das outfind a scheme for a Swaraj based on small and practically autonomous entres. The earthquake was confined to the upper and middle portions of South Island. The shock was particularly severe in North Canter- bury. Practically every chimney at Walkeri was brought down. The householders were terrified.
